I think this is checked by default, at least if you install from the lastest update. It causes the tile yields (how much production/food/gold each tile will provide) to show whenever you are giving orders to a settler or worker, which is actually really useful. When you switch to a military unit the tile yields go away, unless you have them permanently turned on with that minimap/scroll checkbox.

If both options are unchecked then tile yields will never show on the map unless you open a city.
